Expertise: Public health policy; regulatory reform and modernization of vaccination systems; pharmacovigilance and health data management; human capital development; governance and health emergencies; public sector advisory; law and legislative drafting.

Alia is an Associate at GSF Global Advisors. A lawyer and public policy specialist, she brings fifteen years of experience in designing and implementing public health programs, advising the public sector, and supporting regulatory reform across West Africa and the United States.

Before joining GSF, she served as Programme Director at the Tony Blair Institute for Global Change in Abuja, where she advised the Vice-President of the ECOWAS Commission and the Director-General of the West African Health Organization (WAHO) on human capital development, governance, and health emergencies. She also led TBI’s African Vaccination Programme (AVP), supporting six African countries and the Africa CDC in transforming their vaccination systems, including regulatory modernization, pharmacovigilance, and health data management.

Earlier in her career, she held strategic roles within the New York City Government, including Senior Advisor at the Office of Program Accountability and Director of Policy at the Division of Family and Child Health, where she led the development of major public health legislation.

Alia holds a Juris Doctor (JD) from Georgetown University Law Center, a Master of Science in Public Health Nutrition from the London School of Hygiene and Tropical Medicine, and a Bachelor’s degree in Anthropology and Public Health from Johns Hopkins University. She is admitted to the New York and Washington, D.C. Bar Associations.
