Jean Lucien is an expert in structured finance and works with GSF primarily on financial structuring mandates, resource mobilization, and strategic advisory for high-impact projects across West and Central Africa. He supports public institutions, companies, and project sponsors in designing tailored financing solutions, negotiating with financial partners, and structuring complex transactions.

With extensive experience in finance and financial intermediation, Jean Lucien has developed recognized expertise in mobilizing funding from regional and international institutions. He successfully led the structuring and fundraising of nearly €10 million for an agro-industrial project financed by BOAD and BAO. He is also involved in several ongoing strategic transactions, including the mobilization of €100 million for a West African state, as well as a €24 million financing operation in the healthcare sector.

Jean Lucien also worked at Deloitte as a Financial and Strategy Consultant, contributing to several landmark assignments in the African financial sector. He notably participated in a study for the Central Bank of West African States (BCEAO) on the cost of financial services within the WAEMU, as well as in the development of the national financial inclusion strategy for the Central Bank of Mauritania. He also contributed to mergers and acquisitions involving African banking groups, financial restructurings, and cash flow analyses for infrastructure projects.

His expertise covers financial modeling, project finance, debt/equity structuring, hybrid financing instruments, as well as financial instruments such as bank guarantees and Stand-By Letters of Credit (SBLCs). He also has strong experience in negotiating financing solutions and managing relationships with investors and development partners.

Jean Lucien holds a Master’s degree in Audit and Control from CESAG Business School in Dakar, following training in corporate finance and accounting at the University Institute of Technology and Management in Lomé. He is also a certified Data Economist, with a specialization in data analysis, interpretation, and value creation.

He currently applies his expertise to high-impact, structuring projects, with a results-oriented approach focused on impact delivery and effective financing mobilization.
