Expertise: Sustainable and climate finance; structuring bankable projects; accreditation to the Green Climate Fund (GCF); ESG investments and sector strategies; renewable energy; infrastructure project finance and engagement with development partners.

Lamine is a senior expert in sustainable finance, climate finance, and bankable project structuring. He brings over eighteen years of experience in finance, including more than twelve years dedicated to climate finance across Africa.

He is Director of Sustainable Finance at Development Finance Advisory (DFA) in Dakar, and previously served as Director of Sector Investments and ESG at FONSIS, the Sovereign Strategic Investment Fund of Senegal, where he notably led the Green Climate Fund (GCF) accreditation process. He is also a member of the Steering Committee of Senegal’s Just Energy Transition Partnership (JETP).

Throughout his career, he has held key positions within international institutions, including Investment Officer at the Global Green Growth Institute (GGGI) for six years, Senior Managing Consultant at South Pole, International Consultant for UNDP in the Comoros, Financial Analyst at the International Finance Corporation (World Bank Group) in Dakar and Washington, D.C., and Climate Advisor at the Tony Blair Institute for Global Change in Côte d’Ivoire.

Lamine holds an Advanced Master’s degree in International Financial Management and a Bachelor of Business Administration in Banking and Finance. He is a certified expert in Climate Finance and Renewable Energy (Frankfurt School – UNEP Collaborating Centre) and holds the International Certificate in Corporate Finance (ICCF) from HEC Paris.

Former Chairman of the Board of Directors of F-Gestion, he is a member of the Sustainable Finance Experts Network of the International Organization of La Francophonie’s Institute for Sustainable Development (IFDD) and the lead author of the 2025 study on financing sustainable energy projects in Senegal (GIZ).
