Expertise: Strategic advice to governments; public finance; investment project structuring; sectoral policies and private sector promotion; financial modeling; taxation and development finance; complex project management (PMP).

Fréjus has over ten years of experience in strategic advisory to governments, public finance, and the structuring of investment projects across Africa and Asia.

Before founding GSF, he served as Delivery Lead and Deputy Country Director at the Tony Blair Institute for Global Change (TBI) in Côte d’Ivoire, where he advised the Prime Minister’s Office and led the establishment of the Prime Minister’s Delivery Unit. In this role, he initiated and directed several technical assistance activities aimed at promoting the private sector, including the development of sectoral policies, the coordination of investment roadshows, and various strategic support initiatives for ministries and government agencies.

He also served as Strategic Advisor to the West African Health Organization (WAHO / ECOWAS) on behalf of TBI in Burkina Faso, Public Finance Specialist at CABRI in South Africa, Senior Associate at the Clinton Health Access Initiative in Cameroon, and Senior Consultant at Deloitte in Dakar. He has led assignments in more than nineteen countries across Africa and Asia.

Frejus est diplômé de l’INSEAD (Executive Master in Finance, Singapour), titulaire d’un Master en Droit, Économie et Gestion de l’Université de Nantes et d’un Master en Gestion de Projet du CESAG (Dakar). Il est certifié Project Management Professional (PMP®), Financial Modeling and Valuation Analyst (FMVA) et en Gestion des Finances Publiques (FMI / ICGFM).

He is the author of publications on taxation, investment mobilization, and development financing in Africa.
